This is driving me nuts, because a program I use needs to read from and write to files kept in "C:\Users\myname\AppData\Roaming" and no matter how many times I reset the folder's permission by unchecking the "read only" box, the folder and its files keep reverting to default. I've tried resetting everything from the file itself all the way up. This state can be true of every folder and so this flag is meaningless and useless. The checkbox is SUPPOSED to toggle the state of the folder/file between "read only" to "read/write". The box is a "checkbox" and a status indicator.
